A police officer in the 1000 block of Kemman Avenue reported seeing a silver car pass by with a loud exhaust and something dragging on the road.

That auto’s front passenger tire had a 2-inch section worn down, exposing the inside cords of the tire, and causing the noise and marks on the road, the officer said.   The driver said the car belongs to his brother and he was driving it home from his workplace in Chicago so he could fix the ball joints that were causing the problem.

His license was revoked in 2002, and he had been driving on a one-year restricted driving permit that limited him to driving a vehicle owned or leased by his company and used for work purposes only, police said.
