All scholarships are based upon merit achieved during the Boys state program\, with the exception of the SamsungScholarship as well as the es say and oration contests\, which may be prepared ahead of time.\nAmerica n Legion Boys State is among the most respectedand selective educational programs of government instruction for U.S. high-school students. A par ticipatory program in which students become part of the operation of loc al\, county and state government\, Boys State was founded in 1935. The p rogram was the idea of two Illinois Legionnaires\, Hayes Kennedy and Har old Card\, who organized the first Boys State at the Illinois State Fair grounds in Springfield.\nAt Boys State\, participants learn the rights\, privilegesand responsibilities of franchised citizens. The training is objective and centers on the structure of city\, county and state govern ments. Operated by students elected to various offices\, Boys State acti vities include legislativesessions\, court proceedings\, law-enforcement presentations\, assemblies\, bands\, choruses and recreational programs .\nBoys State programs currently exist in all Legiondepartments except H awaii.
